WOODLAND BEACH SPEEDING
Residents provided statistics from Labor Day weekend 2010 which indicated that there was significant speeding on Park road. Council authorized one paid duty shift for the upcoming May long weekend to address the issue.

ACCESSIBILITY COMMITTEE REPORT
A second report was tabled listing, in detail, issues which need to be resolved at community locations. This is a very comprehensive report and can be located at the township web site under Council Agenda / Committee of the Whole Agenda – 2011 / Complete CWC Agenda / COW May 9, 2011 / D Reports of Consultants or Third Parties.  Subsequently a motion was approved directing staff to complete a detailed analysis of costing and feasibility of upgrading access to the township offices.

OFFICIAL PLAN – WIND ENERGY POLICIES
A member of CORT submitted a list of points that the organization wanted to see incorporated into the Official Plan.   Staff and the consultant advised they are limited by the Green Energy Act as to what aspects can be included. While Council supports the points which CORT made, they must stay within the laws and recommend that CORT proceed with a private amendment to the official plan.

SALE OF TOWNSHIP PROPERTY
Council discussed the possibility of selling 11 acres of land immediately behind the Public Works complex on Concession 9.  That land is zoned to allow commercial development and an inquiry has been made.  Staff was directed to obtain all costs of surveys and evaluations to allow the land to be sold. As the site is within 500 meters of a closed landfill, an environmental assessment is required.

BALM BEACH PARKING AND PARKING METERS
More than a year after the previous council passed a resolution to proceed with the project, it finally is being pushed ahead.  Council directed staff to contact the local business association and all residents in the immediate area, explain the proposal and compile the results for the May 30th council meeting.  As the footing and electrical connections for the parking machines are already in place there was a push from council members to proceed.  Detailed maps indicating the changes and the areas impacted are on the township web site, under Council Agenda / Committee of the Whole Agenda – 2011 / COW 09 May 9, 2011 / Complete CWC Agenda / F Staff Reports to Council / 3 Public Works Listing.

Notice: Water Operations – Flushing

The water systems at Whip-Poor-Will, Sawlog Bay, Perkinsfield, Lafontaine, Rayko, Wyevale, Tee Pee Point and Georgian Bay Estates are to be flushed between April 25th to May 27th. Flushing takes roughly a week for each system.

HISTORICAL AND HERITAGE ADVISORY COMMITTEE
Lyn Downer, chair of the committee, reviewed its past accomplishments including the significant number of edifices that have been recorded as having historical significance and their data collected to preserve the township history. The volunteers on this group are to be commended for their unstinting efforts. Two major events are coming up: the Bicentennial Celebration of the War of 1812 next year, and the Champlain Commemoration Celebration in 2015.

SEPTAGE CLASS ENVIRONMENTAL ASSESSMENT ADVISORY COMMITTEE
Three members of the public were to be selected from the applicants to join this committee. Council discussed the merits of those who applied and chose Keith Robillard because of his extensive experience with waste management, Jurgen Pape because of his involvement in the community with the field spreading process, and Myron Humeniuk because of his relevant experience in the public sector. Council considered including more members from the public but decided on three as the group is already at about 13 to 14 participants.

BUILDING PERMIT STATISTICS
February 2011 was a very quiet month with permits value of $176,000, down from $793,000 in 2010. Year to date totals are $1,401,000 in 2011, up from $1,317,000 in 2010.

CANADA POST – PROPOSED CHANGES An official from Canada Post presented a proposal to change all civic addresses in the township to use “Tiny” as the designation.  This provides flexibility when adjusting postal routes.  If individuals wish to continue to use the existing hamlet names, the mail will be properly delivered as long as the postal code is correct. This change will probably result in new postal codes for a significant portion of households, which means that many individuals will have to send out change of address cards. The time estimated for the conversion is 6 to 8 months.

2011 BUDGETThe treasurer presented the finalized operating and capital budgets.  Due to a change in accounting rules, certain expenditures which used to be capitalized must now be treated as operating expenditures.  As a result, the 2011 operating budget increased by 10.9% over 2010.  The budget change is really a decrease of 1% apart from the accounting changes. The capital budget has decreased very significantly with a reduction of 68% on a gross basis and a decrease of 37% on a net basis. Operating expenses are budgeted to be $6,825,376 and the capital budget is $3,214,102. Complete details are available on the township web site.

LAFONTAINE BEACH MASTER PLAN The master plan was presented in considerable detail.  The options include establishing a community use area with a playground and a sheltered section.  Mature trees and natural vegetation would be preserved and vegetation along the beachfront would be encouraged to regenerate and dune grass would be planted. There has been much discussion about removing the groynes but right now they provide the only easy way for swimmers to reach useable water.  No decisions were made regarding any of the areas but Council members noted that any development is contingent on the actual waterfront situation. 2011 SEPTIC RE-INSPECTION PROGRAM This year the re-inspection program will focus on shoreline areas between the 5th and 8th concessions and the 11th and 14th concessions. If that does not result in 1000 inspections, inland areas from the 1st concession north will be inspected to make up the shortfall.
In 2010 1104 inspections were completed over the summer. Of that total, 165 lots were found to be deficient as follows:
• 53 lots had root intrusions into the leaching bed area.
• 32 lots had fire pits dug into the surface of the leaching bed.
• 19 lots had indications of vehicles parking or driving on the septic tank or leaching bed.
• 16 lots had structures supported by the septic tank.
• 12 lots had a structure on top of the leaching bed.
• 11 lots had a patio on the surface of the leaching bed.
• 8 lots had steel septic tanks that were severely deteriorated and required replacement.
• 4 lots required information on the location of the sewage systems from the resident.
• 4 lots had a driveway over the septic tank.
• 2 lots had outhouses that were in disrepair.
• 2 lots had root intrusions into grey water systems.
• 1 lot had sewage effluent breakout on the surface of the ground.
• 1 lot had a damaged sewage pipe between the house and tank.
When this area was inspected in 2004 the follow-up rate was 31% and that rate dropped to 15% in 2010, indicating the value and success of the program.The Province has announced that a mandatory inspection program will be introduced in the near future in all areas having septic facilities.
