{"id":291,"date":"2006-11-27T04:26:30","date_gmt":"2006-11-27T08:26:30","guid":{"rendered":"http:\/\/tinycottager.org\/creports-wordpress\/?p=291"},"modified":"2018-02-28T14:45:08","modified_gmt":"2018-02-28T18:45:08","slug":"council-reports-november-27-2006","status":"publish","type":"post","link":"https:\/\/tinycottager.org\/site\/?p=291","title":{"rendered":"Council Reports: November 27, 2006"},"content":{"rendered":"<p><strong><em>Confidential\/Closed Session; Council Remuneration; Plan 681 in Concession 1; Council Thanked<!--more--><\/em><\/strong><br \/>\n<!--more--><br \/>\n<strong> REPORT ON COUNCIL<\/strong><br \/>\n<em>November 27, 2006<br \/>\nCommittee of the Whole Meeting: 9:00 a.m. \u2013 12:42 p.m.<br \/>\nRegular Evening Meeting: 7:00 p.m. \u2013 8:04 p.m.<br \/>\nAll Members of Council present.<\/em><\/p>\n<p><strong>CONFIDENTIAL \/ CLOSED SESSION:<\/strong> 12:21 p.m. \u2013 12:41 p.m.<\/p>\n<p><strong>COUNCIL REMUNERATION:<\/strong> In an earlier discussion, Council had decided to remain at arm\u2019s length from decisions about Council remuneration. It had therefore asked consultants Gazda, Houlne &amp; Association to make recommendations and asked that these recommendations be considered by a committee that was to include the two citizen members of the Audit Committee and one member of the previous Council, Bob Buchkowsky (as a person familiar with Council\u2019s work load). Unfortunately the comparators selected by the consultants were based only on the permanent population numbers, so an additional report was requested and submitted. Also, only one citizen remained of the two on the Audit Committee and there appeared to have been no committee consideration of the recommendations. Discussion ran off in various directions, and, in the end, Council decided 3-2, on a recorded vote, to keep the base remuneration for Councillors at $16.3K, to increase the Deputy Mayor base remuneration from $17.5K to $19.5K and the Mayor from $21.7K to $24.4K, all as recommended by the consultants, but to ignore the recommendation that the per diems for attendance at meetings other than regular Council meetings be eliminated. Mayor Klug, Deputy Mayor Maurice, and Mayor Elect Peggy Breckenridge supported this arrangement, while Councillors Millar and Panasiuk voted against it.<\/p>\n<p><strong>PLAN 681 IN CONCESSION 1:<\/strong> The Manager of Public Works, Henk Blom, reported that Gary Preston had completed beach surveys for the Township owned lanes and stretch of beach from Culver Road to South Street and Council agreed to have Mr. Preston deposit the plan at the Registry Office in Barrie.
