REPORT ON COUNCIL<\/strong><\/p>\n

\n<\/em>All members of Council present: Mayor George Cornell, Deputy Mayor Steffen Walma and Councillors Cindy Hastings, Richard Hinton and Gibb Wishart.<\/em><\/p>\n

\n<\/strong>Mayor\u2019s Charity Golf Tournament, August 19, Midland Golf and Country Club

\nTown Hall Meeting, Thursday, September 22, 7 p.m. \u2013 9 p.m.<\/p>\n

DEPUTATIONS REGARDING KITCHING LANE BEACH ACCESS<\/strong>:
\nThese raised a range of concerns \u2013 about the safety of people being dropped off at Kitching Lane (a 10\u2019 access path south of Balm Beach) and other points along TBRS, congestion, blocked driveways \u2013 and recommended signage and enforcement to control parking and stopped vehicles. Backlot residents want beach access and resent efforts by private owners to protect their property. There has been aggressive behaviour and vandalism.<\/p>\n

ANNUAL COMMUNITY CONTRIBUTION FUNDING POLICY<\/strong> (Treasury Report TR-015-16):<\/p>\n

Council decided to implement this policy for receiving, reviewing, and awarding community funding to non-profit organizations and programs that demonstrate in their applications for funding how they align with the township\u2019s strategic priorities and core values. The amount of funding to be made available is to be budgeted annually. This policy does not include in-kind\/non-monetary requests for support.<\/p>\n

YEAR-TO-DATE BUILDING PERMIT ACTIVITY<\/strong>: This has risen significantly for the period from January to June, from $11,791,000 in 2015 to $18,960,000 in 2016.<\/p>\n

NON-AGRICULTURAL SOURCE MATERIALS SITES AND HAULED SEWAGE WASTE DISPOSAL SITES<\/strong> (PD-047-16):
\nOf particular interest is the fact that two locations are currently approved for hauled sewage waste disposal in Tiny, namely:<\/p>\n

252 Concession 14 East (approved April 20, 2015 until April 20, 2017)
\n125 Awenda Park Road (approved Feb. 13, 2015 until March 31, 2017).<\/p>\n

USE OF ATVs IN TINY TOWNSHIP<\/strong> (PWR-033-16):
\nCouncil decided to allow the use of ATVs on municipally assumed roads, but only in accordance to the rules and regulations of the Highway Traffic Act and municipal by-laws. ATVs are subject to a wide range of prohibitions and regulations, and will be permitted on township roads only after a series of concerns have been addressed. We will report on the final wording in due course.<\/p>\n

PILOT PARKING PROGRAM:
\n<\/strong>Actions were taken to address safety concerns raised by Chris Tulley, President of the Carusoe Bay Association: more No Stopping signs on Sand Road, creation of a loading\/unloading zone on the south side of the 9th<\/sup> Concession, opening of an access at the north end of Sand Road, reduction of the speed limit on the 9th<\/sup> Concession, installation of pedestrian crossing signs and markings, and addition of No Parking Anytime signs on Centre Road.
\nRequests for a number of special occasion parking permits at no charge have been granted.
\nBluewater Beach residents expressed concern that their area was not considered under the pilot parking strategy.<\/p>\n

LAFONTAINE BEACH PARK MASTER PLAN IMPLEMENTATION<\/strong>:
\nThis summer the children\u2019s play area in Zone 3 and bocce ball courts in Zone 2 are to be completed, and a volunteer beach clean-up is to be undertaken. The budget is $50,000.<\/p>\n

REVISED BUDGET MEETING DATES<\/strong>:
\nThese are to occur on November 21, December 5, and December 19, 2016.<\/p>\n
