Outcome of Balm Beach Fun Day: On September 9, Diane Leblovic, Chair of the group that planned the Fun Day, introduced the team whose hard work, together with that of members of the Township staff, resulted in a successful event that attracted 2000-2200 people. Those who served on the citizen Organizing Committee are John Campbell, Don Chapman, Catherine Cowley, Chris Figgures, Carol Ladell, Diane Leblovic, Nick Leblovic, Carol Lombardi, Gino Lombardi, Doug Lorriman, Muriel McVeigh and Fran Papadopoulos; township staff contributions came from the Recreation, Public Works, By-law, and Clerk’s Departments. Combined with the proceeds from the 2018 Fun Day, the event brought in $18,716.07. This sum is to be added to the revitalization grant of $48,072.93 and used to build a children’s playground at Parkside Drive.
September 19, 2019 Town Hall Meeting: 84 members of the public attended. As usual attendees raised a range of issues. Staff had prepared 10 information booths for attendees to visit. Members of Council provided updates on the strategic plan, the Mayor’s Charity Golf Tournament, accessibility, the proposed Balm Beach playground, Severn Sound Environmental Association activities, septage, rural broadband/cellular infrastructure, and volunteerism in Tiny.
2020-2025 Strategic Plan: Updating the Township’s Strategic Plan began in March and ended with approval of the update on September 30, 2019. At the end of the process, Council and staff set themselves 12 priority actions and strategies to complete in this term of office, namely:
- Providing exemplary Customer Service, Organizational Excellence and the Development of a Human Resource Strategy that emphasizes recruitment and retention
- Addressing the Infrastructure Deficit
- Advocating for an Internet & Cell Service Agreement
- Developing & Implementing an Asset Management Plan
- Building a New Town Hall
- Advocating for Affordable & Attainable Housing
- Building Environmental Resilience and Mitigating the Impacts of Climate Change
- Following Through on Our Existing Priorities
- Enhancing our Outdoor Recreational Attributes and Assets
- Securing a Policy Response from the Province on Septage
- Tourism – Promoting Local Art and Artisans
- A Better Transit System that includes a Tangible Link to the County Transit System

Telecommunications Tower: CanACRE approached the Township with a proposal to erect a 35 metre tri-pole tower at 2 Winterset Avenue to service the Balm Beach area. After reviewing various aspects of the proposal, staff recommended that it proceed with the public consultation process required by the Township’s Telecommunication Policy.
Great Lakes Waterfront Trail: According to the minutes of the Tiny Trails and Active Transportation Advisory Committee, “staff completed the tour and comments have been submitted. The map is anticipated to be complete in 2020 and will note washrooms available along the Tiny Trail.”
Updated Provincial Policy Statement: Jamie Robinson of MHBC Planning, summarized proposed updates to the Provincial Policy Statement (PPS). This document sets out policy direction in five areas. Robinson pointed to parts of Tiny’s recently adopted updated Official Plan which would need modification to bring it into line with the proposed PPS. Several are of particular interest notably:
- Modified policies to require consideration of impacts of changing climate including a requirement in Section 1.6.1 that infrastructure and public service facilities be planned for a changing climate, including stormwater management (1.6.6b).
- Modified policies for aggregate resource extraction where natural heritage features are present.
- Section 2.1.10 was added to permit Municipalities to manage wetlands that are not significant in accordance with the guidelines produced by the Province.
- Additional policies to require all Aggregate Resources Act applications to address the depth of extraction.
- Additional policies to require all Planning authorities to engage indigenous communities and consider their interests when identifying, protecting and managing cultural heritage features.
FoTTSA Notes: All of these appear to be improvements. However, the Simcoe County Greenbelt Coalition and Ontario Nature both found important negative environmental implications in the proposed changes, as did the Canadian Environmental Law Association. FoTTSA is one of the organizations that co-signed the Ontario Nature submission and whose directors sent individual submissions regarding points raised by the Simcoe County Greenbelt Coalition.
Municipal Administrative Building: The Committee charged with assessing how to accommodate staff and Council in the future found the existing building insufficient for present and future needs. It also concluded that a new building would be preferable to renovating the existing facility. Council directed the committee to report back on next steps.
Due to the uncertainty posed by the Regional Government Review, it was decided that the committee proceed with a series of moves that do not involve capital costs. The Committee is to create an “Owner’s Statement of Requirements,” which would update and expand upon the building program prepared by Ted Handy and RJ Burnside in 2012. This document is to be presented to short listed Design-Build firms participating in a design competition.
