OFFICIAL PLAN UPDATE PASSED:
After hearing Jamie Robinson’s overview of the process undertaken to date on November 14, 2018, Council asked for changes regarding the timing of rehabilitation of gravel pits and the recycling of asphalt in a gravel pit. These were added as follows:
B.10.4.4.1
- d) Progressive rehabilitation shall be undertaken where aggregate extraction occurs in stages;
B.10.4.6.1
- b) Recycling of manufactured materials derived from mineral aggregate resources may not be appropriate for every licenced aggregate site. Proposals shall be subject to the policies of Section B.10.4;
Council then passed the updated Official Plan on November 26, 2018 at the same time as it waived the two-year moratorium on all amendments as per the provision of Sections 22(2.1) and 22(2.2) of the Planning Act.
NON-RESIDENT PARKING PERMITS:
On November 14, 2018, Council considered correspondence from Madeleine Hackstetter (a resident of Midland) asking that the number of non-resident permits be increased and recommended that “staff be directed to report back on the possibility of providing for daily non-resident parking permits at a daily capped amount.”
We shall review this report with great care.
IMPROVED SIGNAGE RE PARKING STRATEGY:
After considering the Report on 2018 Parking Strategy Initiatives, Council recommended that staff add No Parking signs between #1620 and #1632 Tiny Beaches Road South where there is no space to pull off and park on the gravel shoulder. In addition, in areas that generated many parking tickets, improved signage is to be installed. The total cost of both moves is $10,730.00 (a cost that could be covered from monies generated by parking tickets in those areas). The changes are to be undertaken pending budget approval.
BLUEWATER BEACH AREA:
Paid parking is to be removed from the Bluewater Beach Area (Trew Avenue and Concession 5) and the area is to revert to permit parking.
FARLAIN LAKE DOCK POLICY:
Council decided to forbid use of municipally owned shoreline property for docks unless previous legal documents permit their installation
BRIDGE MAINTENANCE ON TINY RAIL TRAIL:
Council supported general maintenance of trail bridges (at a cost of $85,200.00 excluding GST). Also, Bridge P2 (just east of Concession Road 2) is to be rehabilitated at considerable cost – $244,657.00 excluding HST – the least costly of three quotations for the work.
COUNTY BURSARY PROGRAM:
On the recommendation of Deputy Mayor Walma, Council directed staff to ask the County of Simcoe to expand its Education Bursary Program to include all ratepayers of Tiny Township.
